On March 16, USCIS announced that it will temporarily be suspending premium processing services for the fiscal year 2021 cap-subject petitions. Petitioners who are filing cap-subject H-1B petitions will not be able to request premium processing when USCIS begins accepting the petitions on April 1. All I-907 forms that are submitted with cap-subject petition will be rejected. This suspension will help reduce the overall processing times for H-1B petitions.

USCIS will begin accepting premium processing for FY 2021 cap-subject H-1B petitions for F-1 change of status petitions no later than May 27, 2020. The earliest date that USCIS will resume premium processing for all other 2021 cap subject H-1B petitions is June 29, 2020.
