DHS Implements New Processes for Cubans, Haitians, and Nicaraguans and Eliminates Cap for Venezuelans

As of January 6, 2023, Department of Homeland Security has implemented a new, free of charge, entry process for Cuban, Haitian, and Nicaraguan nationals to enter the US legally and remain here for a period of up to two years. This process will also allow these individuals to apply for work authorization. “Through a fully online process, individuals can be considered, on a case-by-case basis, for advance authorization to travel to the United States and seek a temporary period of parole for up to two years, provided that they:

  • Have a supporter in the United States who will provide financial and other support;
  • Undergo and clear robust security vetting;
  • Meet other eligibility criteria; and
  • Warrant a favorable exercise of discretion.”

The DHS is also removing a cap on the number of Venezuelans who are able to enter the US through a similar process.
